Maxim received his graduate (2000) and post-graduate (2005) degrees in Russia. He taught Russian and comparative constitutional law in Russian Customs Academy (2000-02) and St. Petersburg Branch of the Russian Law Academy of the Ministry of Justice of the Russian Federation (2007-11). As a Chevening Fellow Maxim completed the Implementing Human Rights Conventions Course at Human Rights Law Centre, the University of Nottingham School of Law (2010).
He also collaborated with Moscow-based human rights NGO ‘Lawyers for Constitutional Rights and Liberties’ (2003-05) and St. Petersburg-based human rights NGO "Citizens' Watch" (2006-11).
Recently Maxim has been involved in human rights trainings for members of the bar in Russia and (as a CoE international expert) in Ukraine.
